Bass Persuades on cassette carries the standard ten-song album, sold by the artist's own store; its product image shows a black shell in a clear case. The expanded Miley Edition was issued on CD, LP and download only, so this tape stays with the original running order, closing on "Bass Persuades Remixx."

The mixing was shared three ways. Mark "Spike" Stent mixed tracks 1, 2, 7, 8 and 10, Dave Fridmann mixed tracks 3 to 5, and Shawn Everett mixed "REDLIGHTS" and "Snow." Randy Merrill mastered the album. Davide Rossi arranged the strings on "REDLIGHTS," and on "Neon Signs," heard above, Andrew Wyatt plays drums, Farfisa organ, piano and synth bass as well as singing.

Rolling Stone Australia reports that Maxx Morando produced all but two of the tracks. Speaking to Zane Lowe, Miley said of him, "He understands the blur that I like to live in when it comes to music." In June 2025, after Something Beautiful, she said she had already chosen and sequenced twelve songs on a private Spotify playlist. The album was announced on September 1, 2026, and the title track followed as a single with its video on September 3.
